Get evidence of multiple times of this being done in the future if you want a ban/punishment to come about from it. I'm not quite comfortable banning off the chat screenshots of someone leaving or joining once, video would be better as well. If I was present I'd give the person a warning, and I'd like to believe you that he never plays his seeker rounds but that is purely speculation when I am given one screenshot.

Regardless, both of your reports are useful to document someone who is potentially breaking our rules, so thank you but I can't issue bans based on either of them due to what I stated above.
